If your Debit/Credit card is not working, another way to join the YouTube membership is by adding a Gift voucher in Playstore and Redeem it.

Steps to follow:

1.Go to Paytm.com or Open Paytm App
Find the "Google play Recharge" option in Paytm
Enter Amount (say:299) and click Proceed to pay. Get the payment done.
The recharge code (Gift voucher code) is sent to your registered mobile number.

2.Then, Open Playstore ---- Payment methods ---- Redeem code
Enter the code and redeem your Gift Voucher
Your Google Play balance will be Updated.

3.Open Youtube App
Click the Join button ( Near Subscribe button)
Choose perks (say Gold membership - 299)
Select the payment method as Google play balance and click Buy.
